A convention between Greece and Bulgaria on emigration was signed at Neuilly on November 27, 1919. According to this convention, both governments recognized their subjects belonging to ethnic, religious, and language minorities the right to emigrate freely to their respective territories. A.L. Archive. Wurfbein (1897-1946) the period 1920-1946 was created during his work in the interwar period for the League of Nations and as a Dutch diplomat. In the period 1926-1928, he was chairman of a subcommittee of the "Mixed Commission for Greek-Bulgarian Emigration" in Greece. Then, in the period 1929-1932, he was Secretary General of the "Commission Mixte pour l'échange des populations Grecques et Turques". Wurfbein's dissertation "The Greek-Bulgarian Exchange of Ethnic Minorities" was written by a man who was professionally involved with refugees and for whom, as a foreigner and diplomat, it was more important to manage the consequences than to judge or evaluate it. However, his position is expressed in his statement of the social problem and the difficulties of housing refugees in Bulgaria.
